Welcome to today’s training: Foundations of Youth and Family Services!


Today’s training will provide you with a toolkit of knowledge, skills, and strategies that can be

applied in the workplace.


By the end of this training, you will:

  • Explain the wraparound model of care and its key principles.
  • Define key foster care terms.
  • Understand the Child Placing Agency (CPA) license, the role of foster care licensers, and our contract with foster parents
  • Summarize the Family First Prevention Services Act (FFPSA) and the Keeping Families Together Act (HB 1227).
  • Identify the purpose and scope of in-home services.
  • Recognize the importance of supporting families with respect and dignity.
  • Explain how all goals and planning should be aligned with supporting a youth’s path to permanency.
  • Relate how adverse childhood experiences (ACEs) impact the mental, physical, emotional, and social/moral development of children in foster care.
  • Describe youth support strategies at each level of Maslow’s Hierarchy of Needs.
  • Explain the rights of youth in care as outlined in the Washington Department of Children, Youth, and Families’ (DCYF) Your Rights, Your Life booklet and the Service Alternatives Community Youth Program Orientation Handbook.
  • Describe the supervision policy and key components of a supervision plan.
  • Recognize how to maintain professional and ethical boundaries with youth and families, including respecting cultural norms, ensuring confidentiality, and protecting dignity. 
  • Describe the purpose of a behavior plan.
